1). Russians make slow progress in war in Finland. Germany blames Sweden for the war between Finland and Russia. Germans may be eyeing some sort of control over Sweden in order to protect iron ore mines there. Finns claim successes against Russians again today.

2). Roosevelt urges American weapons manufacturers to not sell to nations that bombard civilians.
