11:22 (1:26 p.m. EST) Earl Godwin from Washington: "Earl Godwin has to say that this thing that's happened up on Capitol Hill this afternoon is the fastest thing ever in American history. It certainly, certainly galloped this thing through. The fact that Jeannette Rankin would just as soon see the Japanese sweep over the country and kill everybody in the streets hasn't--" Godwin was cut off to go back to Washington for the final House vote.
