We know of links between the apparatus--the Communist Party apparatus in the North, and the National Liberation Front in the South. Things that, taken all together, make it clear that North Vietnam is involved in and deeply committed to the victory of this insurgency in the South. And we could speculate endlessly on what the insurgency in the South would be like without this support. But I don't there's much question but it that would be an internal and probably relatively manageable communist insurgency of the sort that many other countries have managed to take care of. The point is that this is, in effect, aggression from the North.
